300th Million American?

In the news yesterday was the article about the US population hitting the 300 million mark. What struck me in this article from the AP was this line:

This year, there's a good chance the 300 millionth American walked across the border from Mexico months ago.

Ok, I'm confused. An illegal immigrant who walked across the border from Mexico is an American? How does that work? Why don't we just start waiting at the airport or boat docks to congratulate the 300th million 'American', tourist or no?
